Opportunity Information: Apply for HRSA 23 080

The Children’s Safety Network (CSN) grant opportunity (HRSA 23-080) is a Health Resources and Services Administration (HRSA) cooperative agreement designed to strengthen how state and jurisdictional Title V Maternal and Child Health agencies plan, adopt, and carry out evidence-based safety efforts for infants, children, and adolescents. The program is centered on injury and violence prevention and is meant to help Title V agencies make measurable progress on key Title V performance and outcome priorities tied to safety. The focus areas named in the announcement include injury-related hospitalizations, bullying, safe sleep, and suicide, along with major contributors to injury deaths in young people such as motor vehicle crashes, firearms, and poisonings. The broader goal is straightforward: reduce injury hospitalizations and prevent injury-related deaths across infancy through adolescence.

CSN is structured as a national capacity-building and technical assistance effort rather than a direct service program for individuals. The funded recipient is expected to provide hands-on technical assistance to Title V agencies, including organizing and running learning collaboratives that help states apply quality improvement methods to real-world safety challenges. In addition to individualized support, the program is expected to produce and share current injury prevention tools and materials, keep an active coalition of national, state, and local partners engaged in child and adolescent injury prevention, and intentionally coordinate its work with other Maternal and Child Health Bureau (MCHB) programs, resource centers, and partner organizations so that safety initiatives are better aligned and less fragmented.

The performance expectations are laid out across a multi-year timeline. In Year 1 (June 1, 2023 to May 31, 2024), the program is expected to collect and report baseline data. By the end of the project period (target date May 31, 2028), CSN is expected to meet several concrete targets: provide individualized technical assistance to at least 25 states and jurisdictions; create and disseminate a substantial body of training and knowledge products, including at least 15 written resources, 25 public webinars, 25 state-focused technical assistance webinars, and at least 6 peer-reviewed journal articles; and demonstrate learning collaborative impact by documenting that at least 90 percent of participating teams report increased knowledge and greater use of child safety quality improvement strategies, while at least 50 percent report that they have implemented evidence-driven practices, programs, or policies. The program is also expected to expand and deepen collaboration across the MCHB ecosystem, increasing by at least 50 the number of MCHB programs, resource centers, and partner organizations that coordinate with CSN on injury prevention work.

Administratively, this is a discretionary federal funding opportunity offered by the U.S. Department of Health and Human Services through HRSA, listed under CFDA 93.110, with the activity category identified as health. The opportunity anticipated a single award, with an award ceiling of $1,000,000. Eligibility is broad and includes various levels of government (state, county, city/township, special districts), independent school districts, federally recognized tribal governments and other tribal organizations, and a range of organizational types including 501(c)(3) nonprofits (excluding institutions of higher education), for-profit entities other than small businesses, small businesses, and other applicants as clarified in the full notice.
