The U.S. Army Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC) plans to enter into a no-cost, in-kind cooperative agreement—known as a Partnership Intermediary Agreement (PIA)—with the Maryland Technology Development Corporation (TEDCO). This agreement will be awarded non-competitively, based on TEDCO’s unique qualifications, regional presence, and existing support structures that align closely with Department of Defense objectives. Given TEDCO’s status as an independent Maryland state entity with specialized experience in both public and private sectors, the Army determined that a competitive process is unnecessary, making TEDCO the sole recipient of this agreement.
